Correct, that sign is at Mekong. I cannot confirm if the cigar enthusiast was served by the resident midget, who sadly seems to have worked off his bondage and has departed. It is not the same without him.

I've tried Bun Cha several places, and will be there someday :)
However, there's a newly-found food called "Bò Nầm Nướng" which looks very similar to the Cambodian "Sach Ko Leung Phnom"(mountain climbing beef). Just a few Hanoians know the food :)

I think that the Bill Clinton sign is on the front of Mekong on Swanston St - I can't find anything to confirm that it happened but I seem to remember that he did eat there.

There's a Vietnamese restaurant (I don't remember the name) on Swanston St in Melbourne that also features the "Bill Clinton ate 2 bowls" claim on the window. I wonder where that meme originates.

Hang Manh used to be the bees knees back in the day but other better bets are the twin sisters joints found on Duong Thanh st. (opposite Cyclo restaurant just thirty yards from Hang Bong st) or on Hang Ga st (sorry don't know the number, up from Hang Da market, on the left -- look out for the smoke and don't sit downstairs -- it's a drive thru restaurant, literally, as the garage is out the back).

Right now the Duong Thanh one is leading the pack -- HOWEVER I must say there is no bun cha better than homemade bun cha when a Hanoi family goes for it. Always better meat quality and more varied-abundance of greenery and if you're lucky perfect nuoc cham.
